What changed
The former USD 800 general-merchandise exemption in 19 U.S.C. 1321(a)(2)(C) is suspended for covered merchandise. Low value alone no longer provides that duty-free treatment, including for shipments sent through the international postal network. The zero threshold in the data model is only a sentinel that disables automated calculations; it is not a statutory USD 0 threshold.
Postal transition on July 24, 2026
As checked on 2026-07-11, covered postal shipments remain under the interim process established by Executive Order 14388. The new postal informal-entry process in the parallel postal interim final rule begins on 2026-07-24.

Exact HTS classification (the new postal entry process requires a 10-digit HTS code from 2026-07-24); Country of origin; Postal or non-postal transport mode and entry date; Applicable trade measures and entry or carrier fees.
Why a category percentage is not enough
The base HTS rate can be only one part of the charge. Origin-specific trade measures, entry fees, transport rules, and carrier charges can materially change the final amount.
